You can hire a cab or take a city bus to the lake as is it well connected with the rest of Chandigarh. The city is well connected with the major cities of North India. National Capital, Delhi is situated at around 250 km from Chandigarh and connected with all the modes of transports.

The misty winter months of December-February are considered to be the best months to visit Sukhna Lake.
